The Ukrainians tried relying on civilian manpower and they've been losing land ever since. Their land numbers were around 130,000 men before the war, many died and were injured so needed replacing but with what? They had 900,000 reserves, but only fraction could be trained at one time and then be ready for the front. This meant time and resources, both of which they did not have and the Russians continued to advance, as they simply could replace their lost men with similar experienced professionals. That's why these national mobilisations and drafts are rubbish especially when the battlefield is fluid and the space between opposing forces is so small, case on point Pakistan v India.

Also do you want untrained men with guns in their hands?

This is the same TEL used by Pakistan during initial phases of BABUR testing with various TEL designs if I remember correctly, 2nd one was open canister type design with 4 missile per TEL, then later adopting current ones as we have now for BABUR [ 3 missile per TEL but covered in single piece ].
 
TBH, I am a bit disappointed by F4 being a reincarnation of Babur missile. it seems it is a paint job on Babur missile.
 
As a starter, May be PA is trying to adopt\replicate PLA Rocket force model.
But with less money and already proven platform that can be produced in numbers.
If PAF can learn air tactics from PLAAF why not PA?

My assumption was correct PA is trying to replicate PLARF model.
So we are learning from Chinese nowadays.
May be the Economic and political model are to follow next.

What does "painting" a babur F4 mean?

Which is GL-Supersonic Cruise missile (Pakistan version of CM302 or HD-1) if its CM302-Land attack version then 3 x missiles/1 x TEL if Pakistan has gone testing last days then its HD-1 then it would be 4 x Missiles/1 x TEL

I hope we start filling up numbers and TELs

Now it makes sense why it was 450Km, an increment of only 50km, when Fatah2 was already 400Km.
we needed urgent induction and establishment of counter force weapons in conventional arena where we were found lacking - its not our fault - who thought two nuclear armed states will go launching missile each other - Indian is step ahead with Brahmos - we are arranging counter/deterrence but we still do not have credible SAM coverage.

One area also searched in anti drone soft kill/hard kill system there are some interesting ideas i like the GIDS idea with 35mm GDF & RBS-70 solution (we have them in by tons) to develop Solution.

we used to label every induction nuclear capable which in conventional conflict became dead-weight.

There is more to this move than meets the eye. The Babur is intended to be a strategic weapon, yet the establishment of a separate rocket force suggests that the Pakistan Army may be aiming to bifurcate its traditional conventional strike roles. The reasoning could be twofold: by creating a distinct rocket force, the Army could mass-produce Fateh-1, 2, 3, 4, and future variants for conventional strikes, while ensuring that the strategic arsenal remains dedicated to nuclear weapons and is not depleted.
