Looks lie the PN is going the Turkish way. I won't be surprised if Pakistan joins the Turkish MIL-DEN (national submarine) project, which has already developed the most critical mid-section (with indigenous sub-class metals) to install indigenous vertical launchers. And, they're working on mini nuclear reactors......
The Turkish naval industries gained experience from locally manufacturing the German AIP subs with tons of indigenous sub-systems...

PN has always been willing to pay for the hardware but never for acquiring the actual knowledge for Sub Building. Acquiring exclusive sub building knowledge is more expensive than a Sub itself and PN is still not willing to think outside the box to obtain it. So I do not see Pakistan venturing into sub building with an exclusive PN design
