IN will too face Pakistani submarines that can stay submerged and hunt and PAF maritime squadrons fighter jets armed with anti-ship missiles.
There's no scenario where IN can do anything without massive costs inflicted on itself or on India elsewhere. Even if Pakistan somehow is unable to level the score in naval domain, it will eventually level the total score by hitting elsewhere. War has no rules. India knows that too, that in any conflict its always going to be tit for tat.
There is no possibility of indian navy placing a "blockade" as far as our Pakistan's critical shipping lanes to middleeast are concerned. Infact, Pakistan can easily cut India from major oil supplies.

IN coming all the way at mouth of strait of hormuz to blockade our actual sea lanes can only happen in comical bollywood fantasies. Even our land based batteries can cover twice that range. Not to mention, It will be cake walk for PAF hunting any IN ships trying to impose "blockade" While PN subs will be deep further down in indian ocean for HVTs.
Also note, that PN's submarine fleet will be many times more advance than india's by 2030, that's just in next 4 years. Its the most lethal component of naval warfare. PN will have 11 modern AIP equipped subs while india's diesel subs are on average 30+ years old and all of them have submerged capacity of 1-2 days at most.
