Using the breaking of a gamla in the context of a riot is inaccurate - a riot is considered an unlawful assembly s144 - of 5 or more persons who are engaged in "violent disorder".

Breaking a gamla on your own doesnt fit that definition hence it would not be included in the overarching wording of proposed bill.

As for riot zones, that is for the CPO or IG to determine, since he is the ultimate authority within the provincial police force.

I understand what you are saying, I do. But if you think this is draconian have you even read the text of PECA?

I have read this - and that is why I already mentioned i empathise with your point of view and concern. This is another example of poor wording that plagues legislation inside Pakistan.

All public employees are accountable for their actions to their immediate superiors, their chain of command, the provincial government, the judiciary and ultimately to the people of Pakistan.

However are we really surprised that this clause has been snuck in here? Not me.

So,,,,,,,,, The neww la says. The executive will establish "Riot zone" , which is the unelected commissioner . The Riot police will have a free hand in the Riot zone. Meaning they can do what they like, and cannot be prosecuted in the court if acted in "Good faith".
Who will determine the "Good faith"?
So thats immunity for the police. But for the people a punishment which was previously 1 year, is now 10 years, and can be given by the lowest of the courts . The person can then wait in the jail for many years for his appeal case to be decided in a higher court.

"amendments introduce strict punishments for offences committed during riots and unlawful assemblies in a declared Riot Zone. Under the newly inserted Article 154A, any member of an unlawful assembly who attacks police officers, other law enforcement personnel, private individuals, or causes damage to public or private property may face imprisonment of up to ten years. The offence will also carry a fine ranging from Rs100,000 to Rs500,000, with an additional one-year imprisonment in case of default."


The same punishment will apply to individuals who aid, abet, instigate, provoke, or conspire in such acts. The offences are declared cognizable and non-bailable, triable by a Court of Session, with trials required to be conducted on a day-to-day basis and concluded within 30 days. The accused will also be barred from leaving Pakistan without court permission until the case is finally decided.


Now now.... Anyone can be accused of all that without much evidence, just a word of mouth from Riot police will be enough. The legal definition is very broad and applicable to someone just standing there or participating in a protest in which someone else broke a Gamla.

Also its non bailable and a lowest level court will put people behind bars for 10 years on a lowest degree of evidence, such as word of mouth from a policeman.

I would like to see a court case on this one? Punjab police went to a Rickshaw drivers house , full of girls, he had only 4 daughters, . Police went with dozens of operatives all armed. pointing guns at his daughters.

That said, liberties once taken for granted are slowly but surely being eroded. It started with PECA and when people raided their voices about that- people laughed.

So the legislation is being used against people who just speak up against the Government, as the Punjab government classify that as instigation of violence.
So many people are already in the prison because they spoke.
Two sisters Sanam Javed and Falak Javed are in prison due to their TikToks under this law. None had attacked a policeman ever. The list is as long as 10,000 plus detainees.
Thats not democracy.

I dont know how to put it;

One of the reason i hate political parties in Pakistan is that they have, more or less since independence, used the masses as a bargaining chip to ingratiate themselves in the eyes of establishment. After every protest or riot the law got stricker and police even more violence prone.

After all the protests, riots and agitations nothing has been achieved, instead our freedoms got taken away and our voices silenced. And for that i blame politicians (considering that establishment had always been brutal towards general populace).

Chief of Defence Force (CDF) and Chief of the Army Staff (COAS) Field Marshal Asim Munir emphasised that a strong, professional, and people-centric police force is indispensable for ensuring internal security and the rule of law, according to an Inter-Service Public Relations (ISPR) statement issued on Tuesday.

The army chief made these remarks during a visit to the National Police Academy in Islamabad, where he addressed senior police officials, and interacted with officers of the Police Service of Pakistan.

CDF Munir also acknowledged the supreme sacrifices rendered by police personnel in the face of terrorism, crime and internal security challenges, it stated.

“The field marshal remarked that the duty of the police to enforce law and order is a sacred trust and that the armed forces will always stand fully with the brave and proud police personnel of Pakistan,” said the statement.

The senior police leadership, on the occasion, reaffirmed their commitment to further strengthening policing standards, enhancing professional capacity and advancing necessary institutional reforms to meet contemporary security challenges, it said.

The statement further said the field marshal was “briefed on the School for High-Impact Elite Law Enforcement Development (SHIELD), as well as training programs and initiatives aimed at capacity building and modernisation of the police”.

RAJANPUR: Punjab Police's ongoing operation against criminals in the Katcha (riverine) area continues, with two more highly wanted dacoits surrendering during operations in Rajanpur on Wednesday.

According to a Punjab Police spokesperson, Abdul Majeed and Ghulam Nabi Umrani surrendered to authorities during the operation. With these surrenders, the total number of dacoits who have laid down their arms during the operation has reached 54.

The spokesperson revealed that those who surrendered include ringleader dacoits of various gangs. The surrendered criminals were wanted in cases involving the martyrdom of police personnel, murder, kidnapping and robbery.
