If I have the money for example , I can execute somebody in the street then pressurize the family through police to forgive me.

Blasphemy law and or allegations in contrast to most laws, can also lay low the elite. That's why there is alot of investment to curtail it rather than fix the government's investigative machinery because that would impact the rest of laws designed to do what what blasphemy laws are being used for today, settle scores while putting a price tag on redemption.
