This might be reference to AQ Khan's 1987 interview with Kuldip Nayar where he alluded that Pakistan had nuke capability. But, even before that Pakistan's nuclear ambitions were no secret since Bhutto had been speaking publicly about it and his 1973 deal with France for reprocessing plant was in the open. However, on government-to-government (Pak-US) level, Pakistan either denied pursuing weapons or as Zia told the US, we'll not embarrass you.

The French reprocessing plant contract was finalized and concluded in 1976 but it was not meant for the nuclear weapons program as it was to be under IAEA safeguards. The reprocessing project outside safeguards for the weapons program was the New Labs pilot-reprocessing plant contracted with Belgian and French firms in 1973. Since France unilaterally abrogated the Chashma reprocessing plant contract in 1979 under U.S. pressure, it was completed indigenously (outside safeguards) in the 2010s when Pakistan began expanding the indigenous Khushab Nuclear Complex with the addition of the second plutonium production reactor.

My bad. Its been long since I dealt with this issue, and so, I have misplaced dates. However, if I may add, despite the would be plant being under would be IAEA safeguards, the US always construed it as Pakistan's pathway to the bomb, and hence pressured both Pakistan and France to cancel it.
 
Looks like Trump just re-authorized nuclear testing in the US. This will probably lead to all nuclear powers testing again.

Probably time for Pakistan to start digging out those tunnels in Chagai again, and building up the stockpile. Trump perceived there is a nuclear arms race; he thinks China will match US numbers in 5 years.
