The French reprocessing plant contract was finalized and concluded in 1976 but it was not meant for the nuclear weapons program as it was to be under IAEA safeguards. The reprocessing project outside safeguards for the weapons program was the New Labs pilot-reprocessing plant contracted with Belgian and French firms in 1973. My bad. Its been long since I dealt with this issue, and so, I have misplaced dates. Looks like Trump just re-authorized nuclear testing in the US. This will probably lead to all nuclear powers testing again.
Probably time for Pakistan to start digging out those tunnels in Chagai again, and building up the stockpile. Trump perceived there is a nuclear arms race; he thinks China will match US numbers in 5 years.
Better to have things in place and be prepare, just in case a demonstration maybe needed to ensure deterrence.We never know.
