Pak has never been a democracy, it is an unknown and mythical thing there.. they've had a few attempts to try and get a semblance of one going but their puppet master strings always make a sloppy show of it.

The only way for both countries to have an effective air defence system against one another is for them to be deployed in very large numbers and decision making by humans is replaced by AI.
I suspect if the air battle had gone the other way, and the Rafale had lived up to its own hype, Pakistan would have been more inclined to use its CM reserves.
Having said that, Indian missile attacks were hard for Pakistan to Thwart, and its clear that India has an advantage in that department.
The same can be said for Pakistani guided missile artillery systems (Fatah 1/2) that India couldn't block as well, but India has the numbers advantage here

Already being done. And should be in final stages of testing.Air defense needs to be addressed. Ideally Pakistan needs its own indigenous platform they can cheaply churn out in numbers similar to Akash, or even a joint venture with China to get an MR-SAM equivalent. Early detection needs to be improved as well.
