Every country has to worry about funds, even the USAF cuts back.
Plans are plans, right now with Cheetah helicopters, MIG-21s and AN-32s all well over 40 years old it shows IAF has a lack of budget. It is afterall a very big air force.
“Flight refuelling aircraft are vital combat enablers. The IAF has just six, and two previous attempts at procurement faltered due to lack of funds, despite an aircraft being shortlisted both times. We have lost more than 10 years. Hopefully, wiser counsel will prevail this time,” said Air Vice Marshal Manmohan Bahadur (retd), additional director general, Centre for Air Power Studies.
There have been many occasions when a system was put into service after it had already lived its life due to the vicious cycle of research and development and lack of funds.

Let me know when you want another lesson on economics....
As you say
India is having financial troubles with 80 billion USD budget
How does Pakistan manage things with barely 11 billion USD budget .
No wonder your army has its finger in everything
From making Fauji Fertilizers to DHA plots
They need the money
Otherwise as Bajwa once said
Humare tanks mein tel nahi hai
