It is not binding. None of this was done. In fact, they held meetings that addressed this issue regarding the scope of German reunification.
This is what Putin described as non-binding guarantees. Furthermore, all these promises were made during the negotiations, in a context in which the USSR and the Warsaw Pact still existed, which ceased to exist in 1991. This dissolution completely changed the territorial and geopolitical landscape of the region.
Non-binding guarantees, like the Budapest Memorandum itself, are just a piece of paper that can be easily torn up.

It wasn't a legally binding agreement. What could be seen as violated was NATO's eastward expansion, which violated OSCE determinations and other European security instruments, such as the Charter for European Security signed at the OSCE Summit in Istanbul in November 1999, which stipulates that no state may strengthen its security at the expense of another state—what the Russians call the "indivisibility of security." yes that is the propaganda Mr Putin engages in to explain his attack on Ukraine. I think the real reason is Putin got away with stealing Crimea in 2014, bloodlessly and like any other thug, thought he could grab the Donbas region of Ukraine without much effort. Now he is stuck in the mud in Ukraine and cannot backoff because he is a strongman, and strongmen can never look weak or stupid.Putin's arguments that I've heard in speeches are: Ukraine was going NATO. That will literally bring NATO to Russia's doors. So close that Moscow can be reached through air within 2-3 minutes via supersonic jets and missiles from many places in Ukraine. So he wants depth for Russia's protection.
Apparently, there was an agreement by NATO that they will not expand eastwards beyond countries X,Y. But they did. So Russia needs a buffer zone between itself and NATO. So per Putin, this is between Russia trying to defend itself from future NATO attacks. Ukraine just really happens to be a country next door.
He says he will do ceasefire if Ukraine agrees to a buffer zone and assurity of not joining NATO.
This is in NO means a justification or even a valid argument to attack a sovereign nation. Just thought I'd share what I've learned from Putin's speech to media many times.
