LAHORE, June 26: The provincial police chief on Tuesday made Sheikhupura additional SP Waqasul Hassan, who allegedly showed non-serious attitude and remained ‘drunk’ during a training course in Turkey in April this year, an officer on special duty.
A stern disciplinary action has also been recommended against the PSP officer to the federal government with resentment that he not only defamed the police department but also Pakistan at an international forum, sources at the Punjab Police Headquarters told Dawn.
After Turkish police authorities pressed for strict action against SP Waqas and warned to discontinue courses for Pakistani police officers in an official email a couple of weeks ago, police authorities had ‘cautiously’ selected a fourth batch of 12 Punjab police officers to attend ‘Crime Intelligence Analysis Course’ scheduled to be held from July 9 to July 20 at Ankara.
Sources said the IGP replied three days ago to the Turkish National Police with a note that the federal government had been approached for suitable action against the officer who earned the police and the country a bad name.
The IGP also conveyed to the TNP that now officers would be sent after scrutiny, sources said.
They said IGP Mohammad Habibur Rehman had earlier marked an inquiry to the two additional IGs against 31st Commoner SP Waqas after the TNP authorities also wrote a letter to the Punjab government about the attitude of the SP.
It was also said in the complaint that the officer didn’t take interest in learning during lectures and used to sleep in classroom.
Sources said the Turkish police further complained that the SP also misbehaved with trainers under the influence and strictly warned not to send such officers in future.
They said the Establishment Division after receiving any complaint usually issued show cause to the officer with BS-18, held inquiry and then recommended action.
SP Waqas couldn’t be reached for comments.
Nabeela Ghazanfar, the spokeswoman for the IGP, confirmed that the action had been recommended against Mr Waqas after the IGP received an email from TNP.
She said the IGP held an inquiry before writing to the provincial Services and General Administration department which further wrote to the ED for action against the SP.
Meanwhile, officers who have been selected for course are: Punjab AIG Vigilance Muhammad Ahmad Kamal, Faisalabad SSP Investigation Mujahid Akbar Khan, Faisalabad Iqbal Town SP Shakir Husain, Lahore Cantonment SP Investigation Muhammad Anwar Khetran, Sargodha region Special Branch SP Altaf Ahmed Gondal, Faisalabad Jaranwala SP Shah Nawaz, Sargodha Bhalwal circle ASP Irfan Tariq, Lahore Gulberg circle ASP Tariq Aziz Sindhu, Sargodha region A/DIG DSP Ghazanfar Abbas, Faisalabad City Traffic Police DSP Khurram Shahzad, DSP/Int SB Headquarters Irfan Amir and Lahore Civil Lines circle DSP Raza Safdar Kazmi.
Earlier, three police batches have completed courses involving subjects of security, cell-phone tracking, de-radicalization, statement of analysis in crime investigation. The courses are being conducted by National Turkish Police officers in Ankara in the wake of an agreement between the Punjab Police and the NTP signed a few months ago.

So the claims of taking action against SP Waqar for damaging the reputation of Pakistan was a hogwash. He became SSP in later years and survived the 2nd suspension and termination from Punjab police in May 2018 when PML-N government was no more in province.
LAHORE: Special Protection Unit DIG Faisal Ali Rana has recommended to the Punjab IGP to take strict disciplinary action against a senior police officer on the allegation of embezzlement.
The action has been proposed against SSP Waqasul Hassan who had served the SPU as additional director administration.
Mr Rana wrote to the IGP through the additional inspector general of police (operations) Punjab that Mr Waqas being SPU additional director administration committed financial irregularities. He also called him “irresponsible” and “habitual latecomer” claiming that the SSP would often remain absent from the duty. He also defied the chain of command, according to the documents available with Dawn.
The DIG also accused the SSP of misuse of powers as drawing and disbursing officer (DDO).
“It has come to the notice of the undersigned that the above mentioned officer drew an amount of Rs1,550,152 and utilised this amount for different kinds of work/articles,” says the letter. When the rates of the articles were checked from the open market, it says, they were found in excess of original rates.
“I also found out that the officer misused a handsome amount for his own expenses without any prior permission,” the DIG alleged. He stated that he had authorised Mr Waqas to act as DDO to sign all the official bills/cheques etc on his (DIG’s) behalf.
On examination of record of accounts branch, it was found that most of the expenditure had been sanctioned by Mr Waqas as a DDO instead of getting sanctions of each expenditure from him. He also attached the details of accounts as evidence.

The ACE and police officials had stormed the residence of the former chief minister in Lahore last week to arrest him in a corruption probe despite the claim of the latter that he had secured a pre-arrest bail from the court till May 6. Subsequently, Mr Elahi filed a contempt petition in the high court against the ACE raid.
He parried a question whether the operation was launched at Mr Elahi’s residence on the order of the government or ‘someone else’. The federal government had distanced itself from the raid the very next day.
When asked why ACE was fixated on only PTI leaders, Mr Hassan said: “Those who have committed corruption will have to face the law. However, the PML-N has already gone through their cases (in ACE).”
The PTI accused caretaker Chief Minister Mohsin Naqvi of targeting the PTI leadership. Mr Naqvi had also faced strong criticism from the PML-Q for raiding the residence of Chaudhry Shujaat in a bid to arrest Mr Elahi. Although Naqvi had visited Shujaat Hussain on Wednesday and apologised for the police raid, the interim CM said he was in Saudi Arabia when the operation was launched.
PTI leader Fawad Chaudhry said the apology tendered by the additional director general was not enough. “The Lahore High Court needs to send some such Punjab government officials to jail, otherwise this circus of maligning people will continue,” he said. The PTI added the officials, who arrested Hassaan Niazi despite bail, would also be held accountable.

LAHORE: The Punjab government has decided to ‘clip the wings’ of director-general Anti-Corruption Establishment allegedly for his ‘audacity’ to lodge FIRs against Pakistan Administrative Service (PAS) officers.
Additional Chief Secretary (ACS) Ahmad Raza Sarwar has initiated a summary to amend The Prevention of Corruption Act, 1947, to curtail DG Anti-Corruption Establishment (ACE) powers and bind him to send a reference to the chief secretary and seek approval before lodging an FIR against the senior officers.
The proposed amendments include investigation by a three-member committee before lodging an FIR, identification of decision-making authority for lodging a case on the charges of corruption and misuse of powers; as well as authorised officers with regard to the officers of BS-20 and above; BS-18 and BS-19; BS-17; and BS-1 to BS-16.
Sources in the ACS office confided to Dawn that the matter to amend the law and curtail DG ACE powers sprang up in the corridors of power after the director-general had lodged two separate FIRs against three PAS officers – former secretary services Masood Mukhtar, former secretary coordination to chief minister Dr Asif Tufail in a case of posting Muhammad Khan Bhatti on deputation as principal secretary to chief minister Chaudhry Parvez Elahi; and FIR against former special secretary to chief minister Dr Khurram Shahzad, among others, in a case of “illegally” allowing a sugar mill to enhance its sanctioned crushing capacity.
Sources say the summary will be requiring a nod of the caretaker Punjab cabinet led by chief minister before promulgation of Ordinance to amend the Act by the Punjab governor.
It may be mentioned that the DG’s curtailed powers of getting prior permission before lodging an FIR and arrest the civil officers were provided in the rules of the business of The Prevention of Corruption Act, 1947. However, those rules were suspended by the Supreme Court of Pakistan in 2018 and allowed DG ACE to lodge an FIR and arrest civil servants.
“Since these powers of lodging an FIR against civil servants was with the DG ACE for the past five years, the bureaucracy’s outburst to amend the law and curtail DG’s powers is nothing but to express their displeasure over nomination of PAS officers in FIRs and arrest of Dr Khurran Shahzad,” a source in the ACS office told Dawn.
In the sugar mills case, it may be mentioned, PMS officer former DG Industries, Punjab, Rao Parvaiz Akhtar was also nominated and arrested.
The proposed amendments being put up in the summary require that the ACE DG would send a reference to the chief secretary before lodging an FIR. The chief secretary will constitute a three-member committee to investigate and give recommendations to the CS within 15 days to empower him to make a decision.
In case of corruption and misuse of powers by a civil servant, a deputy director of ACE will hold an inquiry and decide to register a case against the civil servant or direct the department concerned for inquiry and action.
The DG will be the focal person to decide for the holding of an inquiry or register a case against an administrative secretary, a commissioner, a deputy commissioner or any autonomous body’s head serving in BS-20 or above.
The ACE will be required to seek permission from the chief secretary to register a case against BS-19 and BS-18 officers in the cases pertaining to corruption and misuse of power.
The ACE will be required to take permission from the administrative secretary concerned before launching a case against a BS-17 officer. Similarly, the ACE will seek permission from the appointing authority concerned before launching a case against a BS-1 to BS-16 officials.
The amendments also require that no officer be arrested before permission by the authority concerned. When contacted, ACS Ahmad Raza Sarwar opted not to reply to a question as to why there was a need to curtail ACE DG’s powers.

Punjab CCD Additional IG Sohail Zafar Chattha told Dawn the new department was finally all set to discharge its core functions. “We have made all the appointments from district-level to senior ranks, established offices and all the 38 police stations across the province,” he said.
He said a senior police officer, Waqasul Hassan, has been appointed as CCD DIG vigilance and internal accountability and Umar Salamat as DIG human resource and training.
The CCD was divided in three zones in Lahore, each headed by an officers of SP rank, he added.
At the district level, he said, the department was headed by a police officer of DSP rank.
