Territorial water can only be extended 12nm from the coast, not 24nm. And in an effort to make it easier for the US to transit Japanese water, Japan had relinquished the 12nm territorial water claim in number of its strategic strait, instead claiming only 3nm as its territorial water. So no, Chinese fleet are sailing in international water.

So, this Liaoning carrier strike group activity close to Japanese water is one of the direct responses to the Japanese destroyer intentional invasion or incursion of Chinese coast water for 20 minutes weeks ago. Japanese should just shut up, they asked for it and provoked China first.

The Chinese reaction makes sense but is an escalation. It will only further increase the sense of Chinese threat to Japan.

The problem is the Japanes have been denying that they did anything wrong with their destroyer invading Chinese waters, saying they have the right of navigation, but thats not, it has clearly violated Chinese sovereignty and international law. But, the Chinese carrier group didnt go into Japanese 12 nm water, but in the 24 nm water, the passage is allowed in international law. If Japanese think Chinese carrier passage is an escalation, so what and so be it, China will not do nothing when its sovereignty has been intentional violated by Japan, the Chinese navy has been ridiculed by Chinese people for doing nothing to the Japanese invasion. The Japanese destroyer was warned by the Chinese navy nearby not to enter Chinese 12 nm water, but they just ignored the warning and invaded Chinese water for 20 minutes anyway, so there was no mistake on Japanese navy action, the Chinese popuplation is angry that Chinese navy didnt sink the Japanese destroyer in Chinese water.
