September 18th. Liaoning and Shandong aircraft carrier strike groups appeared simultaneously near Japan. Liaoning aircraft carrier strike group enters Japanese territorial waters. 24 nautical miles away from Japanese territory.


Territorial water can only be extended 12nm from the coast, not 24nm. And in an effort to make it easier for the US to transit Japanese water, Japan had relinquished the 12nm territorial water claim in number of its strategic strait, instead claiming only 3nm as its territorial water. So no, Chinese fleet are sailing in international water.
