Islam encourages group decision-making. Closer to a republic than democracy. It absolutely discourages power grabs or malokiat , but it is not haram.
Its teaching on a household comes closer to malokiat or central power bcz it is a company or organisation.
In routine life, it emphasises decisions (but not against Islam) coming out of a group discussion, implemented by a selected Ameer or Sardar or Senator or similar.
