the buck stops at the army. They use guns and violence to coerce, and their favoured politicians, judges, police, lashkars, sardars, etc. use violence to get their ends too.

The army destroys accountability institutions like NAB, courts, media, ECP, etc. Therefore, the common people are at the mercy of power.
Similarly, the army is involved in corruption, and so are its lackeys.

Everyone in the chain is a beneficiary, like 'customs officers' taking bribes at the Chamman border, so all would want this system to continue to save their skin.

This power-hungry cycle will not give in to reason, conscience, or rationality. A hard blow to the head would knock some sense, however, just at the top-level. The rest would behave/conform.
