No doubt about it. In my view it's a two-pronged problem. I have witnessed the ethnic extremism of those groups first hand, of them justifying terrorism. You would be surprised at the sympathy they have out of simply sheer hatred.This is a bit disingenuous, faujis were the ones that were negotiating with terrorists while they controlled Swat and Waziristan, big reason that allowed the TTP to rise was because while they were "Negotiating" TTP would build strength in certain areas than launch attacks.
And I 100% recognise the chronic incompetency of the military as well as its misplaced priorities in areas that it doesn't belong, often at times more engaged in their business and corruption interests rather than dealing with their actual constitutional job.
But I donated some money to an NGO that worked in Balochistan and the stuff they told me was horrifying. They were slaughtering Punjabi women who went as teachers because of their ethnicity. The locals would inform quietly about certain ethnicties in their area, the militants would then kill them in an attack. Bomb blasts at their local shops.
