They were too busy dropping bombs on Idlib thinking there wouldn't be an consequences of trying to depopulate idlib and pushing people into Turkey in violation of the Astana agreement.

People who accuse Türkiye of being passive and inactive haven't grasped the complexity and severity of our security apparatus' involvement in this whole 'surprise' offensive. The Turks trained them, equipped them and successfully rewired their entire approach and mentality with regards to the ground realities of this civil war.

And it was Ankara that eventually greenlighted this operation AFTER Assad, the Iranians and Russians refused to adhere to the principles of the Astana Agreement.

Well, they found out.
