There need to be a door to door sweep of NADRA employees and Interior ministry. Just blocking CNICs isnt solution. Find out who issued the CNIC, which branch, which staff member.

There are almost 800,000 afghans with Adghan Citizens cards (ACCs). They should be the first target. And in third phase go for the refugee status ones that are above 1.5 million mark.

But as far as I know, Pakistan issue them visa with maximum 3 months duration. This isnt enough motivation for afghans to become legal or go back. Pakiatan should start issuing year long visas to those that are actually contributing to the country and have clean records. The process should be gradual. First step is no illegal afghans.

It should be a complete societal cut off.

Change the syallabus to include their attrocities on Pakistanis and make the youth despise and hate them instead of relying on social media.

Can't have a network of spies and informants for RAW roaming around. They have made it very clear where they stand and its not with Pakistan. So do what needs to be done.
