Why should kashmiri get subsidies, if anyone else won't get them

Any moron can see the consequences if segments of the population get subsidies in only certain areas

The issue here is not the subsidies, the issue is that you go in heavy handed as foreigners. Same stunts were pulled in Waziristan and Balochistan and we have been in a never ending insurgency for 20 years.
