But FISA is "Foreign Intelligence Surveillance Act". It's spying on foreign nationals in the US. Or US citizens who are working on behalf of foreign countries.
So could they be spying on somebody who is suspected of working for Iran...but not against the US. I doubt it explicitly says they have to be working against the US government. If some US citizen is working on the behalf of the Russians to target France then sure that puts them under surveillance and I'm sure the US would probably give French Intelligence the details about it.
