If there were other options, who would be willing to lick boots? Which ethnic group has survived to this day without ever licking boots?

Look, there was a scheduled bilateral meeting between SK and VN govs in Busan. Although the Vietnamese had arrived at the meeting, the SK president and his members appeared to be busy with other topics.
The Vietnamese signaled they would begin the meeting otherwise they would leave the room immediately.
SK president turned in immediately and sent other people out.
We don’t want to waste other people’s time but we expect the people don’t waste our time.
That’s the sentiment in Viet Nam. Regardless of they are big and small.

Look at this pic the pro-communists in Vietnam drool over, our former PM bowing his head for Vietnam's sake right after Trump called the country the worst trade abuser after China. They praise it like it's some noble act of humility. If that doesn't strike you as bootlicking, I don't get how you can call South Korea treating Trump to a special dinner or Japan's PM taking a photo with him bootlicking.

According to the tradition of Confucian culture, enduring disgrace for the sake of the state and the nation(忍辱负重) is a virtue.

"受国之垢,是为社稷主。受国不祥,是为天下主。" its meaning is only those willing to bear the humiliation of the state can become the sovereign of the state. Only those willing to bear the calamity of the nation can become the king the nation.

Ah bro relax, I called them boot licker because that’s not just a single photo op, they show themselves openly submissive to a foreign power.
If you think the term is offensive then I don’t use it anymore.
The picture shows Phuc (and probably a translator) was talking to the sitting Trump thus he lowered down his body. But anyway that’s old.
Phuc was ousted from the presidency because he was found guilty of corruption and misconduct.

Vietnam urban railway project on track with Japanese support​

HANOI — Construction of a 12-kilometre urban railway project connecting central Hanoi with a developing area on the city's outskirts has started, with Japanese know-how and yen loans likely to help the project progress.

Japan's ambassador to Vietnam Naoki Ito said in a groundbreaking ceremony in Hanoi in early October that the railway line, which is expected to extend to Noi Bai International Airport in the future, is a symbol of bilateral cooperation.

The cost of the project, which includes a subway section, is estimated to total over 35 trillion dong (UScopy.3 billion), according to local media. Its construction was approved in 2009 using yen loans, but Vietnam suspended the plan.

The Vietnamese government officially decided in December last year to resume the project, reflecting the infrastructure development policy aspirations of Vietnamese leader To Lam, who assumed the post earlier in the year.

Following the decision, the Vietnamese government requested in February that Japan provide the loans, according to the Japanese government.

The project comes as Vietnam faces the need to develop public transportation centring on railways, as recent economic growth has led to motorcycle and automobile congestion and worsening air pollution.

However, another urban railway that started services in Ho Chi Minh last year, also developed using yen loans, has seen delays in payments to Japanese companies for construction costs, the Japanese government said.

The Hanoier want to build 600km urban railway in total (for $55 billion, how to get the funds?). that will be a long way with such regular delays.

That will add to the 755,000 installed capacity Vietnam currently has to
875,000 installed capacity.
BYD may follow soon with a plant.

Russian billionaire's Power Machines wins lawsuit against PetroVietnam​


MOSCOW, Feb 12 (Reuters) - Russian power equipment manufacturer Power Machines, owned by billionaire Alexey Mordashov, has won a claim against Vietnam's state oil firm PetroVietnam, a spokesperson for Mordashov said on Monday, without disclosing details.

Russia's RBC daily, citing an unnamed source, said an award of around $500 million to Power Machines was being discussed.

Power Machines' lawsuit, filed in Singapore, sought to reclaim funds invested for constructing a power plant in Vietnam, a project that was halted in 2018 after Power Machines was placed under U.S. sanctions.

News like this usually gets brushed aside, and any negative stories about Vietnam, at least when it comes to business or state dealings with Russia, tend to be ignored too.

if Reuters reports bad news then its sufficient. Not really necessary to repost bad news over the place. what´s good for?
yes of course sometimes not wrong kowtowing to a superior power. Vietnamese envoys did that in ancient times to Chinese emperors, and only before him. Not to any foreign power. what I want to say is the overly submissive can backfire because they show weakness. look at this: the entire European leaders sitting before Trump to listen like school kids. that´s why the US don't respect Europe. that's why Trump treats Europe as school kids.
