This is a mystery to me as well. Literally, a soldier with a Misagh Manpad in hand can bring this drone down if not for TELARs or SHORAD batteries.

Was there a deliberate attempt at allowing this? mutiny ? what could be the reason.
IMO Basij and other paramilitary should be trained in simulators how to use a MANPADS. I told the same as you some weeks ago. Probably the reason was scarcity and closed just under strict military rules.

IR is afraid of coup by air force , so they kept it weak , they also afraid of being targeted by manpads , so they don't let wide usage of these ...

IR become a cancer ....

I was coursing earth and sky why we don't have mnapads , but some people were saying the mnapads are no use against f35 , now we see that they were operating MALE drone on our cities

There is just no explanation to this, Tabriz is a densely populated city with multiple bases around. You dont need a IADS initiated stimuli to bring down this large mosquito flying over city. A soldier with a Misagh manpad can do the job, standing on street or some roof. Its almost like local commanders refused to fight.
 
A top Iranian commander praises advancements in advanced military technologies

The commander of Iran’s ground forces, Brigadier General Ali Jahanshahi, praised the country’s achievements in the military industry, noting that the armed forces have made breakthroughs in advanced technologies, including artificial intelligence, quantum science, drones, and laser systems.

At a ceremony Saturday in the central Iranian city of Kerman, Brigadier General Jahanshahi stated that all military units are fully prepared, with comprehensive capabilities and equipment, to confront any enemy threat.

Iran’s military forces have now acquired remarkable capabilities in the field of advanced technologies, General Jahanshahi added, hailing these successes as the result of confidence in national capabilities.

Referring to the 12-day war imposed by the Zionist regime and the United States last June, he stated that the Israeli regime, with the support of the United States and NATO and utilizing the world's most advanced technologies, had launched a hybrid and cognitive war against Iran. He emphasized that this war was meticulously planned, with the enemy operating under the assumption that it could lead to the collapse of the Iranian government.

General Jahanshahi noted that, as a result of this war, the preparedness of the armed forces has increased in all areas, drawing lessons from the past and following the directives of the Leader of the Islamic Revolution, Ayatollah Seyed Ali Khamenei.

According to the Iranian general, even though the country suffered damage and several of our high-ranking commanders were martyred during the war, the enemy failed to achieve its objectives.

He also paid tribute to the 58 army personnel who sacrificed their lives in defense of the country.

During the confrontation with the Zionist regime, Iran's ballistic missile capabilities were effectively deployed against the enemy, placing it under serious pressure and posing a significant challenge, the commander stated.

China has developed HQ13 which is surprisingly similar in seeker, layout and munition to Majid AD08.

similar, though HQ-13 has 8 launch canisters (vs 4 for Majid) and does not seem to have EO/IR sensors on the launch vehicle

It is equipped with 13 radars. The system also includes 1 central reconnaissance radar.

It has been mentioned elsewhere that the Majid air defense system is now linked to the Kashif-99 radar. This needs to be verified...

I don't know what the radar is called, but a radar mounted on a van was always present during the wall marches.
