Quite an ironic statement from about Bangladesh's self determination given the history. However you did need to exert control over Bangladesh, to stifle the innate desires of those people for self determination - in short, vassalisation was the preferred option.
Now why would India want Pakistan to be a vassal? Neighbors of India vastly depend on trade with India, and receive our largesse but it's not like they don't have options. India was simply the least bad option.
India's neighbourhood is surrounded by destitute states that falls into a cycle of bad economic run every ten years. If we make Pakistan our vassal we will be bailing you out for years to come. Even as a vassal we wouldn't want you because we frankly couldn't afford you. Only China can rollover debts and forgive billions in interest. So a vassal Pakistan will also be a drag, a hostile one is rather profitable. Much like Bangladesh, a hostile BD seems to be working wonders for our textil industry.
PS: You talked about not adding people cuz of Muslims and what not, what about the land? It's not like you have oil and gas either.
