How many have engines?
So the delivery timeline isn't certain? Why does it need to be decided after May?
Maybe they want to look to see if they need(or can, or allowed to) to cancel or pull back the 1a/2 variants and keep what they already have, or even the entire Tejas project itself ? Make a hard decision on something that is just not getting any better with time. The large and very expensive order for the Rafale indicates some hard decisions are being made within the IAF right now given their poor performance to date and the need for capability. Maybe the solution is to cancel Tejas, and keep HAL "busy" with Su-57E's given the commonality with the Su30MKI tooling and infrastructure.
Accept defeat, and try again with something else such as AMCA with a private Indian contractor ?
