You do not risk a nation's survival on assumptions or your enemy playing fair in a war.

When India see missile track for missile that Pakistan classifies as for nuclear use, she would assume the worst case and launch accordingly, which makes this Fateh 4 more dangerous for Pakistan than its enemy and unlikely to be used in a conventional conflict.

Brhamos is purely for conventional use, India has said it over and over again.
Secondly India has a no first use policy, unlike Pakistan.

Experts note that the Brhamos Missile payload capacity (200–300 kg) is compatible with compact nuclear warheads. This makes it a "dual-capable" system, meaning it could theoretically be fitted with nuclear warheads if India chose to do so.

And NFU policy is pure deception ...in crisis, weapons can be used according the need of the time. In Wars, policy is just mere words written on piece of paper.

"War often dictates its own "grammar" rather than its own logic, often devolving into unchecked brutality where the primary goal becomes survival, not adherence to legal constraints".

You launched Fateh 2 towards Delhi, which was intercepted over Sirsa by Barak 8. Fateh 2 has 365Kg warhead, same as Brhamos.
India launched Brhamos at 13 of your airbases.

Was there ever even inkling of doubt that either of these nations has launched nuclear weapons at each other ?

That is because both these missiles are classified purely for conventional use. But that can not be said for Babur/ Fateh 4.
