Honestly I didn't know about Nirbhay. Evidently they have developed a turbofan variant that lets them achieve 1000+ km ranges. This is quite impressive. I will do the cop out that Pakistan will not gain enough tactical advantage by acquiring/developing turbofans compared to the cost that will incur. India is clearly developing the range of the Nirbhay for China and not Pakistan.

You do not risk a nation's survival on assumptions or your enemy playing fair in a war.

When India see missile track for missile that Pakistan classifies as for nuclear use, she would assume the worst case and launch accordingly, which makes this Fateh 4 more dangerous for Pakistan than its enemy and unlikely to be used in a conventional conflict.
Fine so be it, let's go nuclear then, sick of all this talk.
 
Who cares if india thinks its babur not Fatah 4 it will be launched anyways there should be no ambiguity.
