I really find it difficult to understand one thing: why does U.S. law grant the president a 60-day war authorization? When the U.S. president wages war, they only need to withdraw troops within 60 days, and there is also a 30-day buffer period. This is the War Powers Act passed in 1973.
This seems more like a period of observation for the U.S. Congress and the American people. If the war the president initiates holds an advantage, most members of Congress and Americans will choose to support the war.
