Türkiye has been granted the authority to interfere with the mission computer and have full control over the operational software. Turkish engineers will be able to modify the Eurofighter's avionics software according to national needs and integrate domestic weapons/data link systems.

OK. You will have the possibility to change some parameters, to add some software lines around the core, but no access to the core.

As windows : you can add some add on, change a lot of parameters, but can't modify the core of the soft.

USA doesnt give AIM-120 Missile to Egypt for using on F-16s
France doesnt give METEOR Missile to Egypt for using on RAFALEs

And Greece got only 36 METEOR Missiles

There is a kind agreement not to give Egypt weapons able to be a threat to Israel.
USA had lifted their objection to such a purchase in 2019, and some said a small batch was ordered. Nothing really clear.

Greece ordered a first batch of 36 with the first Rafale order. As they purchased another batch, and as they want it on F-35, you can be sure this initial figure is no more the truth.

I think Egypt will have its BVR missiles for F16 and Rafale well before the Kaan and Gokhan are ready.

You are overestimated the speed to fine tune so complexe weapons.
