The 2 million Tesla cars on Chinese roads already do use cameras. However all uploads/downloads are from a Chinese controlled server (which BTW is probably also funneling the videos to Tesla's competitors)
They can stop the car uploads once FSD is considered acceptable. The uploads are only to train the driving software on local "rules of the road". The AI on a supercomputer uses the video to generate new software releases which are downloaded every few weeks by the car. After the software is deemed "good enough" the video/data uploads will be stopped as the car's computer handles things on its own using the last downloaded version without any internet connection needed.
Plus any security concerns with the video already taken can be handled by a third party Chinese company that could "blur out" anything not road related. Similar to what Google Maps does.

In fact I bet Elon Musk has already had that blur software written.
Nope! They made sure their FSD strategy will be autonomous with no uploading/downloading needed. It will work with no internet access to Tesla's servers..so no espionage claims will be valid. Only a generic download link to Baidu maps is needed to figure out where the streets are (car already has BeiDou GPS) and pretty much all cars in China also already have this too...so this isn't some potential showstopper.
However those other companies (ie Chinese ones) that pushed and pushed and pushed the need for LiDAR will be screwed when they attempt to have it work worldwide. LiDAR systems require uploading/downloading to work continuously to stream in/out pre-generated LiDAR maps to compare to the ones generated on-the-fly by the car. They will all have to play the grueling "yes we are uploading potentially sensitive data" game while Tesla gets a totally free pass.

Elon Musk was WAY ahead of everybody else in thinking FSD through. He knew countries would try to throw the security risk thing at him and he headed them off by taking an incredibly hard route using just vision to get around it...a route many said was impossible without LiDAR.
Now he is in China..telling them he has his autonomous FSD system working ...and it isn't going to be a security risk.
Then he will be bouncing around to other countries of the world..and Tesla will be like Apple with the 1st release of the iPhone and have a huge headstart on everybody...and he is also thinking of taking over world taxi services too.

That's a big market for Tesla. No payment overhead to a driver means much lowered cost.
