Yes it will be available in 2028

But the Good thing is that the Same Radar will go in MK 2 from the first plane itself

Earlier it was 784 TR modules while MK 2 was planned to have 900 plus modules

The remarkable aspect of the Tejas is its capability to launch both Brahmos and Meteor missiles. Rafale can deploy Meteor missiles but not Brahmos. Su-30MKI can launch Brahmos missiles but not Meteor. Radar works together with EW equipment like SPECTRA

You cannot tinker with The Most important part of the plane

At the most we can install our own weapons like Astra and Long Range Glide Bombs and SAAW Bombs and may be even Rudram missile because SCALP is Expensive

Rafales have Gallium Arsenide Aesa Radar, UTTAM is a Gallium Nitride Aesa Radar, Su30MKI is also getting the UTTAM Aesa Radar

France will take 10-15 years to come with rafale equipped with Gallium Nitride AESA Radar, Redesigning Rafales with Indian avionics is a better option including an Indian mission computer and UTTAM AESA radar, could significantly streamline the integration of weapons. Additionally, it would facilitate seamless data transfer between Rafales, Tejas, and Su-30MKI. And after 10 years the existing 36 rafales can be upgraded with same systems just like Su30MKI is being upgraded with Indian avionics most important of which is the UTTAM AESA Radar

India could equip the first few Rafales with Gallium Nitride Uttam AESA Radar if DRDO can make Gallium Nitride UTTAM AESA Radar for the Su-30MKI then why not Rafales, Rafale is a powerful fighter jet, with good combat range, payload capacity, low radar cross-section, and is capable of carrying nuclear weapons capability. But to make it India specific it must be upgraded with Indian avionics Similar to how the Super Su-30MKI, a Russian fighter jet, is being upgraded with Indian avionics.
