Proxies failed miserably and are finished. That much money spent on Air force, AD or Navy would have surely fetched different results by now.

All Iran needs do to block the Strait of Hormuz is to sink one or more of their own older cargo ships in each narrow lane in the Strait . That would effectively make then impossible to navigate.
