nuclear exclusive strategic deterrence missile, it won't be used in massive salvo type barrages like you saw in Iran for tactical strikes. Just enough are [planned, or in existence] to just deliver nuclear warheads at Indian cities. This is why I believe not a large number are built and they don't have control fins warheads, as they don't need accurate CEP or tons of hits. This is my educated guess.
The conventional missiles for tactical strikes is the Fatah series under development. Fatah 3 & 4 under development with 450km and 700km range respectively. Perhaps longer ranged in the pipeline and with more accuracy (MaRV, HGV?).
It does seem Pakistan ignored conventional missiles for some reason. Only close range munitions.
