Iran may indeed have thousands of missiles in its missile tunnels, but if their launchers have been hit and reduced and if they are battling surveillance and drones then they may not be able to launch as much as they like
Basically, it is a doctrine that is the opposite of the Western one and is used by several countries that are quite similar to each other (it seems like a combination) and that place their bets on long-range missiles to the detriment of conventional aviation.

I don't know if I've said this before, but it bears repeating: long-range missiles are excellent weapons if used to achieve specific objectives within a larger strategy (for example, establishing air superiority) and not to replace conventional bombing.

You simply cannot achieve the critical mass of fire needed to make a difference, regardless of how many ballistic missiles you have.
