iran is a psycho mad country. notorious people also exist thereLet this be clear- Iran's foreign policy is highly arrogant and based on the notion that it can never be a lesser partner. It also is fanatical and tries to push its religious influence. When Rouhani came to India, he went to give a seminary in Hyderabad mosque! This is unbecoming for a presidential visit. Visiting a mosque is okay but giving an entire religious speech is inappropriate. Iran also makes tough deals with China & Russia which has practically alienated them. This is why Russia didn't bother to defend Syria but just withdrew, for example.

China is safe. you have nukes. nobody will bomb a country if they have nukes.
the problem of Iran is they need too long to develop nukes. if the Mullahs talk less and work more like the North Koreans then they were now in a different situation.
The opportunity is not always available.
China has the size, and it did gain this impeccable 2 decades of opportunity between 1990-2010, but not the same opportunity has applied to Iran.
I think the Iranian leadership also sought the opportunity to develop themselves.
And due the communication problems with China, they might choose to develop the opportunity with the west whom they were more familiar with.
However, they didn't realize that China's business opportunity with the west during the 1990-2010 was unprecedented, and this kind of opportunity will no longer exist with the west for two reasons:
1. The west no longer has the technology and manufacturing to nurture a second country like China.
2. The west is already regretful to death by allowing China to seize this opportunity to grow itself since they always believed that China can only be a copycat of their technology and having China serve as a giant sweatshop won't become a threat to them.
So Iran can only seek the opportunity with China right now, and the west cannot provide you anymore; either with the bombs from GOP or the lip service from the Democrats.
