Funnily enough, exactly the same thing can be said about Pakistan's strategy, perhaps even more so.

Pakistan doesn't get any geopolitical favour from the west. We use to during the cold war and WOT.

Our alliance with China is the priority. If the west and US want to build good relations based on respect and trade then the door is always open. There is no comparison to India's strategy.

IAF is shrinking every year. 36 is a very small number?

Why buy only 6 Scorpene subs? Indian sub fleet is ancient.

US also gave us the jets and weapons we needed in the 1950s to survive against India.

Well, because politicians and babus are same all around the world, they love money, also we want a better TOT deal unlike pakistan who focus more on countring the indian system and less on making the system inhouse. This approach suits you; however, we would like to get something out of every single procurement, some sub system for our missiles, EW, Radars, jets etc.
As far as Rafales and Scorpene submarines go, our L&T and MDL are coming up with indiginous design for 12 submarines with AIP for P76, also another 3 scorpene submarines are in talks to replace the kilo altogether, further MDL with TKIS has been selected for another 6 submarines under P75I. IN is also coming up with 6 SSN's and 5 SSBN's.
Navy has also ordered 26 Rafale M, MRCA will also conclude soon, thanks to the 3 day skirmish we had in may.

The West has gone too timid to the point that they don't want to suffer casualties but want to win wars! They brought up Bharat to absorb the causalities and win them a war against China. But what an irony of fate!! Bharat is even more reluctant to accept any causalities....

Everyone is on the same page. India cannot grow beyond a certain point. It had a good ride until now and that is adequate. Of course India has ambitions to become as good as China, but neither the US and neither China will agree with those ambitions. Indian role and size has been decided by the real powers in charge.

I think now we will see gradual loss of military capability within India, US and China will ensure this it seems.

Best bet they have will be to go for large Rafale order. It is a good plane and only way to stop the decline, as in 3-5 years 6 Jag Sqds and 3 MIG-29s Sqds may need retiring, IAF will be smaller then PAF by then.

Making Rafale in India is only option for them. French know this so can sit back, double the price and see Indians pay.

However post 2030 they will be left out of the 5th Gen/6th Gen game (I am not taking AMCA as serious before its first flight)

They import Toyota engines for their Toyota plants

Only Australia had Toyota engine manufacture

There is general consensus in Washington. India has overplayed its hand. It doesn't act like a loyal and full-blown ally of the US and the West. Instead it is picking and choosing according to its own requirements. That isn't the deal between India, US and the West. India is bluntly being told to start behaving and act like a proper strategic partner of the US and West. Anything less means consequences.

Here comes the tasty part. Even the Democrats are covertly supporting this difficult challenge by Trump. It means that the Democrats won't have to undertake this difficult task. Sooner or later, India was going to be confronted about its duplicitous behaviour.
