The 25% additional secondary tariffs are primarily on Russia and secondarily on India. If the primary condition that Russia demonstrate enough commitment towards a peace deal is fulfilled, then the underlying reason for imposing these sanctions would itself not exist. If the primary condition is not fulfilled, then India , and potentially others, can still avoid them by demonstrating a commitment not to buy Russian oil. There are a lot of possible scenarios including an extension of the timeline. Even if the additional tariffs are levied, they can be negotiated. Don't count any chickens before October.
Lots of ifs and hope in there. Right now India is paying the highest tarriffs in South Asia at 25%. That is a fact. 25% will be added in 9 days, that is a fact. US Trade delegation visit to India called off, that is a fact.
Sure, things can change, like they can for anyone. So yes, I guess you better hope circumstances change quickly. You are relying on possibilities, not facts.
