I don't know much about this discernment council but imagine it is also filled with 60-90 year olds appointed by Khamenei who don't do much

We can produce biological or chemical weapons but it would kill humans instead of destroying Israeli critical civilian and military infrastructure. The purpose of a nuclear weapon is mostly to wipe out a large part of the country's vital infrastructure.
We can produce EMP weapons with localized effect, but nothing in the scale of nuclear EMPs
