There are inhabitants of the land. They may be racist, but they have been living there for millennia. They think their resources have been taken and their intellectuals or leaders have been killed or sidelined.
In return, they cross the boundary too and kill innocent civilians, workers, teachers, bureaucrats, etc., associated ethnically with the on ground (if not occupying) power.
Always happened when Lankan Tamils were sidelined, or Bengalis committed atrocities against Biharis, or Valley people against local Hindus, etc. Locals always go against any extension/sumbol associated with the centre (even roads, traffic signals, etc). The same things happen in protests elsewhere.
