The Establishment will try to limit collateral damage by protecting Bajwa, as he was ex COAS. That would mean future retired COAS may be fair game.
Also, don’t discount the fact that there may be a tussle between ISI and army. These 2 institutions have become so powerful with no oversight, hence now they are turning against each other.
