So Tesla's are sold in China but US has restricted Chinese EV's from US? why is that?

Well for one because Tesla was forced to open a plant in Shanghai to get around import tariffs while Chinese companies like BYD have refused year after year to do the same in the US. They just perpetually kicked the manufacturing and selling can down the road.

BYD aims to bring electric vehicle to North America by 2011 or 2012​

Chinese firm BYD Auto is aiming to bring at least one electric vehicle to North America by 2011 or 2012, and is considering building an assembly plant in the United States, it said Monday at the Detroit Auto Show.

Keep in mind the Model 3 didn't roll off the line to US customers until July 28, 2017..that's 5 years AFTER BYD could have cornered the US EV market.
