This is the WS-21 engine, not the WS-19 engine.
These two engines are relatively easy to distinguish in appearance (requires sufficient clarity in the photo).

if i am not wrong i have read you say that WS-21 is for export variant and WS-19 is for PLAAF? then you mean this one is for some foreign export?
