March 9, 2025: The US Congress, which is controlled by the Republican Party, is preparing to ratify in the coming weeks on the deal to sell Morocco for a squadron of 32 advanced American F-35 (F-35) fighters. This development comes within the framework of the Tripartite Ibrahimi peace agreement that brings together Morocco, the United States and Israel, which was signed in the capital Rabat four years ago.

Morocco had made an official request to acquire these aircraft during the administration of former US President Donald Trump in 2020, and it is expected that the first batch of it will be received very soon.

Fifth generation F-35 aircraft is the most advanced and sophisticated in the world, and it is characterized by its superior ability to hide from radar systems, in addition to equipping them with advanced technology that includes closed and safe communication systems, and the ability to monitor targets with high accuracy through laser technologies.

The specifications of this advanced fighter include automatic logistical information system equipped with huge data, and a virtual reality helmet supported by six cameras that provide a comprehensive vision of the pilot. The plane also has unique capabilities to take off and virtuous landing, which gives it great operational flexibility in various circumstances.

The value of this deal is estimated at about $ 17 billion, including the purchase and maintenance of 32 F-35 fighters over 45 years. These aircraft will greatly enhance the capabilities of the Moroccan Air Force in the context of royal directives to modernize the army and develop its equipment. It will also allow some old aircraft to retirement, due to the costs of their high maintenance and not keeping pace with modern technological developments.

Morocco will become, in this deal, the only country in Africa and the Arab world that has this type of advanced ghost plane, which makes it one of the most prominent air forces in the region alongside Egypt.

This deal is also the culmination of the United States pledged to enhance Moroccan military capabilities and support military industrialization in the Kingdom under American supervision, within the framework of the strategic partnership between the two countries, which enhances Morocco's role in preserving regional security and stability.

Morocco is inquiring on advanced South Korean military equipment

While economic relations between Rabat and Seoul are growing, Morocco is now interested in South Korean military equipment. During an official visit to Seoul, the Minister of Industry and Commerce, Ryad Mezzour has been informed about several advanced armaments systems, including the Chart K2, the KSS-III submarine and the anti-aircraft system Cheongung. A new step that could mark the emergence of a strategic partnership in the field of defense.

1744931454287.jpeg

After having concluded a major rail contract with Hyundai Rotem, Morocco is now interested in the South Korean defense sector. The kingdom is considering the acquisition of several advanced armaments systems, according to a Korean media which has revealed exclusive details from the recent working visit to the Minister of Industry and Trade, Ryad Mezzour, in Seoul.

According to this source, the Moroccan minister expressed a particular interest in the MBT K2 Black Panther, the KSS-III submarine (Dosan Ahn Chang-Ho class) as well as the medium-range air defense system Cheongung (KM-SAM).

Strengthening of bilateral economic dialogue

During his stay in South Korea, Mezzour met several senior government officials, including Kim Hee-Sang, coordinator of economic diplomacy at the Ministry of Foreign Affairs, as well as An Deok-Geun, Minister of Commerce, Industry and Energy. The discussions focused on the launch of negotiations for an economic partnership agreement (EPA) between the two countries, and on the establishment of a framework for economic cooperation via the TIPF (Trade and Investment Promotion Framework), not restrictive but structuring.

The two parties have agreed to strengthen their economic cooperation and coordinate their efforts in the face of the growing uncertainty of world trade, such as the rise in protectionism or the disturbances of the supply chains.

Strategic meetings with Korean industrial actors

The Moroccan minister also met several major figures in the Korean private sector, including Lee Yong-Bae, CEO of Hyundai Rotem (manufacturer of the K2 tank), Kim Hyun-Seok of Nexen Tire and Jung Sung-Wook, Vice-President of Samsung E&A. These exchanges have made it possible to consider partnerships in various fields: rail, automotive, energy and, now, defense.

Recall that last February, the National Railway Office (ONCF) had signed a contract of 2,200 billion wons (around 1.5 billion euros) with Hyundai Rotem for the supply of two -story car trains. This cooperation in the rail sector could thus pave the way for a significant breakthrough in the South Korean defense industry in Morocco.

Details of the equipment envisaged

The K2 MBT, a flagship product of Hyundai Rotem, has a 1,500 horsepower diesel engine, offering great mobility and impressive fire power. It is already being delivery to Poland (180 units) and arouses the interest of other countries such as Romania, Slovakia, Saudi Arabia and the United Arab Emirates.

The Cheongung defense system is designed to intercept fighter planes as well as ballistic missiles. Its improved version, the Cheongung-II, has already been exported to several countries in the Middle East, including the United Arab Emirates, Saudi Arabia and Iraq.

Regarding submarines, rumors have been circulating for some time in the national press about a Moroccan interest in this type of equipment, but without official confirmation. This time, according to official sources mentioned by the Korean media, Morocco has effectively inquired about the KSS-III submarine.

This 3,000-ton model, the first of the kind entirely designed and built by South Korea, has entered service in 2018. It is currently in the running for tenders launched by Canada and Poland for the renewal of their underwater fleets. The South Korean shipyards Hanwha Ocean and HD Hyundai master its construction.

A strategic partnership in the future

With this dynamic of increasing cooperation, Morocco could become a strategic partner of South Korea in Africa, both economically and security, concludes the Korean media.

** The last deal of the National Bureau of rails with Hyundai, which amounted to 1.5 billion euros, and the current visit of the Moroccan Minister of Industry is an indication and a large percentage for the Koreans obtaining the ship building in Casablanca port..

As for military deals, everything is possible, especially since there is a Korean will to transfer manufacturing, whether civil or military..

Lockheed Martin’s long history of collaboration with Morocco reflects our shared commitment to advancing defense capabilities, fostering local industrial growth and creating new economic opportunities. We are proud to continue strengthening our partnerships in Morocco and look forward to expanding our presence as we work together to support the Kingdom’s defense and security priorities, while also generating employment and attracting new investments to the region..

Rabat – A high-level delegation from Lockheed Martin swept through Morocco last week, signaling the American defense behemoth’s serious interest in the North African country’s rapidly evolving defense industry landscape.

Led by retired Brigadier General Joseph Rank, Lockheed’s CEO for Africa and Saudi Arabia, the team networked between Rabat and Casablanca, meeting officials and touring industrial facilities in what industry circles describe as more than just a courtesy visit.

The visit was not mere window shopping, as it reflects the company’s “enduring relationship with Morocco” and “a shared commitment to innovation, security, and economic progress,” according to Rank.

In Casablanca’s industrial zone, the delegation, facilitated by Morocco’s Investment and Export Development Agency, reportedly toured several potential partners, including TDM Maroc, SABCA Maroc, Collins Aerospace RFM, and Exellia Maroc. These companies are at the forefront of Morocco’s push to develop sophisticated aerospace and defense manufacturing capabilities.

Behind closed doors in Rabat, sources say Rank’s team engaged in substantive talks with senior officials about cementing Morocco as a critical node in Lockheed’s global supply chain — a relationship that began in 1974 with the delivery of Morocco’s first C-130H Hercules transport aircraft

Manufacturing of modern F-16 Block 70 fighters on Arab land for the first time!

1747508534113.webp

In a major strategic move that embodies the depth of the defensive partnership between Morocco and the United States of America, the launch of a huge industrial project to manufacture and collect the F-16 Fighting Falcon fighter structures, in the Midbark Industrial Zone in Nawasir, on the outskirts of Casablanca.

The decision, which was revealed on April 29, officially puts Morocco in the list of countries participating in the production chain for this advanced fighter, in partnership with Lockheed Martin, one of the largest defense companies in the world. This development not only reflects Washington's increasing confidence in Rabat, but rather a qualitative shift in Morocco's position within the global defense industrialization system.

According to official American documents, the US State Department agreed to grant Morocco a license to export defensive materials and equipment of more than $ 50 million, in order to support the manufactures of components linked to the F-16 fighter, of the latest version "Viber" (Block 72), which also includes a $ 4.8 billion deals package to update and expand the Moroccan warplanes fleet.

The reasons behind this step go beyond mere industrial cooperation, and include wider geopolitical and strategic dimensions. On the one hand, this exclusive partnership strengthens the American-Moroccan relations, especially in light of the public support of the Moroccan Sahara after the tripartite normalization agreement in December 2020. On the other hand, the project coincides with an increasing American interest in the Moroccan economic zone extending in the Atlantic Ocean, which can make Morocco a pivotal strategic partner in the future supply chains of advanced technology.

Morocco, through this project, not only aspires to localize defense technology, but also seeks to be a regional base for advanced industries that include artificial intelligence, military electronic systems, and defense robots, which may redraw the balance of power and influence in the North Africa and the southern bank of the Mediterranean basin.

This step is not the end, but may be just the beginning of a new stage of Moroccan industrial and technological transformation, in light of an accelerated regional race on industrial and technical influence.

Germany is planning with Morocco to develop the ship industry
1747801853503.webp

May 19, 2025:

Moroccan -German relations are witnessing a strong boost with the frequency of reports on an official and high -level German interest in supporting the Kingdom of Morocco's projects to revive its maritime sector and develop its infrastructure in the fields of energy, transportation and industry.

According to local media quoted from well -informed sources, Berlin plans to participate in the construction of electricity generation stations using gas and extending pipelines, as well as building liquefied natural gas stations on Moroccan soil, within the framework of what the Moroccan media described as the "deal of the century".

According to the data of the German Federal Bureau of Statistics, Rabat has been searching for a while for foreign investors to develop the shipbuilding industry and enhance its capabilities in the fields of production and storage of electricity, which are areas where German technology excels globally, which makes the possible partnership a strategic step for both parties.

Moroccan economic sources confirmed the start of direct consultations between industrial actors in Morocco and suppliers and specialized German companies, as part of Moroccan efforts to attract German expertise and capital in order to achieve the Kingdom's ambitions to turn into a regional center for the ship industry and maintenance.

In this context, Moroccan economic analyst Idris Al -Issawi stated in an interview from Rabat that the description of the deal as the “deal of the century” is not exaggerated, given that it intersects with Morocco's vision to modernize its infrastructure and enhance its energy independence, especially in light of the major benefits awaiting it, such as hosting the African Nations Cup 2025 and the 2030 World Cup.

Al -Issawi emphasized that Morocco has firm marine traditions, as cities such as Salé are historically known for their fleets, and today Morocco has strong fleets for fishing and maritime transport. The Kingdom also has an advanced port structure, most notably the Mediterranean port, and future projects such as the Atlantic Port of Dakhla.

As for the reasons for Germany choosing a partner at this stage, Al -Issawi believes that the experience of bilateral cooperation in the auto industry - as Morocco is exporting cars to Africa and Europe - can be repeated in the field of shipbuilding, by taking advantage of German technology and transferring experiences to Moroccan frameworks.

On the challenges related to the provision of labor specialized in the ship industry, Al -Issawi pointed out that Morocco previously demonstrated its ability to form high local competencies in complex industries such as cars and aviation, which enhances its confidence in its ability to meet the requirements of the marine industry.

Al -Issawi concluded by emphasizing that Morocco is now ready in terms of financing, ports, and human frameworks, to enter this major industrial adventure, considering that German support may constitute a real lever for the future of the Moroccan maritime industry.

The Kingdom of Morocco and the United Kingdom enter an Enhanced Strategic Partnership and sign a series of agreements driving mutual growth and security.
The Minister of Foreign Affairs, African Cooperation and Moroccan Expatriates, Mr. Nasser Bourita received the Secretary of State for Foreign, Commonwealth and Development Affairs of the United Kingdom of Great Britain and Northern Ireland, The Rt Hon David Lammy MP, in Rabat on 1st June 2025. Mr. Bourita and The Rt Hon David Lammy co-chaired, on this occasion, the 5th session of the Morocco-UK Strategic Dialogue. Following productive talks between the two Ministers, the Kingdom of Morocco and the United Kingdom of Great Britain and Northern Ireland have secured a historic agreement to enhance their bilateral relationship.

A historic partnership between two Kingdoms rooted in shared values

1 . The Kingdom of Morocco and the United Kingdom of Great Britain and Northern Ireland are bound by one of the world’s oldest diplomatic relationships, dating back over 800 years. From the first recorded contact between both Crowns, in the early 13th century, to present day exchanges, the longstanding and enduring ties between Moroccan and British Sovereigns have formed the bedrock of this unique alliance.

2 . Their Majesties King Mohammed VI and King Charles III continue to anchor Moroccan-United Kingdom ties. Their leadership has continuously fostered the stability and high-level commitment necessary to develop an ambitious, forward-looking strategic partnership.

3 . The privileged ties between both Kingdoms rest on a solid foundation of shared values and converging interests. From the Treaty of Peace and Commerce, signed over 300 years ago, to the UK-Morocco Association Agreement, which passed into effect in 2021, trade and economic cooperation continue to grow from strength to strength. People-to-people connections and flourishing cross-cultural exchanges nurture the bonds of friendship and mutual respect that ensure the resilience and growth of this relationship.

4 . Both countries reaffirmed the paramount importance of a rules-based international order and the fundamental principles of the Charter of the United Nations, and their constant position on respect for the territorial integrity and sovereignty of countries, the non-use of force for the settlement of conflicts and their support for the principle of respect for self-determination.

Securing a Historic Agreement: Ushering in a New Era of Bilateral Relations

5 . Building upon this exceptional shared history and its many bilateral achievements, the Kingdom of Morocco and the United Kingdom of Great Britain and Northern Ireland seek to usher in a new era of comprehensive and genuine strategic partnership. To this effect, both Ministers reaffirmed their mutual commitment to deepening collaboration across all dimensions: political, diplomatic, security, economic, cultural and people-to-people exchanges.

6 . Marking a significant step towards a pioneering partnership fit for the future, the Kingdom of Morocco and the United Kingdom of Great Britain and Northern Ireland reaffirm their shared objectives in the realms of security, conflict resolution, green growth and socio-economic development, for the mutual benefit of their peoples.

7 . The Kingdom of Morocco and the United Kingdom of Great Britain and Northern Ireland pledge to act as partners to jointly address regional and global challenges, and to uphold the principles of peace, security, tolerance, and human rights. In this spirit, the two countries intend to optimize existing bilateral frameworks and adopt an ambitious, enduring roadmap across issues of common interest.

Western Sahara: Supporting Morocco’s Autonomy Plan

8 . The UK recognises the importance of the question of Western Sahara for the Kingdom of Morocco and follows closely the current positive dynamic on this issue under the leadership of His Majesty King Mohammed VI.

9 . As a Permanent Member of the UN Security Council, the United Kingdom agrees with Morocco on the urgent need to find a resolution to this long-held dispute, which would be in the interest of the parties. The stalled nature of the political process and ongoing conflict prevents the region from realising its full social and economic potential and hampers regional integration, security and development. The time for a resolution and to move this issue forwards is long-overdue, and would strengthen the stability of North Africa and the relaunch of the bilateral dynamic and regional integration.

10 . Both countries support, and consider vital, the central role of the UN-led process to bring the parties together and move the issue forward to achieve a just, lasting and mutually acceptable political solution and reaffirm their full support for the efforts of the UN Secretary-General’s Personal Envoy, Mr. Staffan de Mistura. To this end the UK is ready, willing and committed to lend its active support and engagement to the Personal Envoy and the parties to reach such a solution to this dispute.

11 . In that context the UK, in encouraging the relevant parties to engage, urgently and positively, with the UN-led political process, considers Morocco’s autonomy proposal, submitted in 2007 as the most credible, viable and pragmatic basis for a lasting resolution of the dispute.

12 . The UK and the Kingdom of Morocco expressed their shared conviction that renewed efforts were urgently needed to support the PESG in the search for a solution, underlying that the only viable and durable solution will be one that is mutually acceptable to the relevant parties, and is arrived at through compromise. They committed themselves to this goal, in the belief that, with goodwill on all sides, a solution could be found very soon. To that end, the UK will continue to act bilaterally, including economically, regionally and internationally in line with this position to support resolution of the conflict.

13 . The two Ministers discussed how to move the question forward, and, in that context, the UK welcomed Morocco’s willingness to engage in good faith with all relevant parties, to expand on details of what autonomy within the Moroccan State could entail for the region, with a view to restarting serious negotiations on terms acceptable to the parties.

Enhancing bilateral cooperation: strengthening collective security, advancing green growth and deepening people-to-people bonds

14 . The Kingdom of Morocco and the UK agree to strengthen their bilateral cooperation mechanisms, including the Strategic Dialogue, the Association Council, the Security Dialogue and the informal Human Rights Dialogue.

15 . In the field of security, the Kingdom of Morocco and the UK commit to enhanced efforts to address national security concerns. Both parties committed to increased collaboration on counter-terrorism and its root causes, including the return and rehabilitation of foreign terrorist fighters, tackling online radicalisation, counter-unmanned aerial systems (drones), cybersecurity and risks posed by Artificial Intelligence and emerging technologies in particular their potential malicious use, security of critical infrastructure and major international events. Ministers agree that strengthened security cooperation in counterterrorism, illegal migration and serious organised crime will enhance mutual resilience from these threats and that this will be underpinned by an agreed information and intelligence exchange. In this regard, the UK welcomes Morocco’s election as Interpol Vice-President for Africa, reinforcing its role as a key player in both regional and international security efforts.

16 . In the field of Defence, the Kingdom of Morocco and the United Kingdom of Great Britain and Northern Ireland will continue to work together to strengthen their defence cooperation, built upon the foundations of a dynamic programme of activity, agreed at the annual Joint Military Commission. With both the Kingdom of Morocco and the UK being Atlantic maritime nations, the two countries agreed to look for opportunities to strengthen maritime collaboration. Both sides agreed to deepen Defence industry cooperation and partnership, including investments in industrial projects, leveraging UK Defence industry expertise and resources to deliver cutting-edge capabilities.

17 . On bilateral trade, the Ministers applauded the expansion of economic ties, which reached £4.2 billion in 2024, doubling since the entry into force of the UK-Morocco Association Agreement in 2021. Building on this positive momentum, both parties expect this new partnership to drive further trade growth, create quality jobs and reduce costs for consumers.

18 . The Parties reaffirmed their shared commitment to maintaining and expanding economic ties, paving the way for deeper collaboration and continuity of trade. The UK especially welcomes the support to strengthen public procurement co-operation between the parties.

19 . They acknowledged the importance of intellectual property to the UK’s export economy, and expressed support of efforts to safeguard the Moroccan market from counterfeit and low-quality imitation goods. In this regard, the two sides agreed to examine the registration of a list of UK geographical indications in Morocco, ensuring the protection of emblematic quality products.

20 . Both parties welcomed the efforts to reach a decision on rules of origin and the progress made on the agricultural review, aimed at improving market access and enhancing trade. Their finalization will mark a major step in strengthening the UK-Morocco Agreement and deepening a fair and mutually beneficial partnership.

21 . Both Ministers recognise the untapped investment potential between the Kingdom of Morocco and the United Kingdom of Great Britain and Northern Ireland, and agree to work together to unlock new investment opportunities. In this context, they commit to establishing a Morocco Business Alliance, driven by the private sector.

22 . Morocco also welcomes UK Export Finance’s £5bn commitment to support new business across the country. The UK and Morocco discussed the coverage of UK Export Finance. The UK can consider supporting projects in Western Sahara subject to meeting UKEF’s due diligence requirements. The UK recognises Morocco as a key gateway to Africa’s socio-economic development and reaffirms its commitment to deepening engagement with Morocco as a partner for growth across the continent.

23 . Regarding the 2030 FIFA World Cup, the UK reiterates its congratulations to Morocco on its successful bid to co-host the tournament. Morocco welcomes the UK Government’s technical support and efforts to promote associated commercial opportunities for UK businesses across the value chain. Both Ministers expressed their commitment to collaborate on priority infrastructure projects ahead of the tournament, including by utilising support from the UK Government, where relevant and jointly agreed, as well as expertise from the UK supply chain.

24 . In the field of water, climate and energy transition, both parties will enhance efforts to unlock green growth projects, remove barriers to clean energy deployment and connectivity, and mobilise climate and sustainable finance, including through the Energy Transition Council, the Breakthrough Agenda, and the Powering Past Coal Alliance. The United Kingdom of Great Britain and Northern Ireland recognises Morocco’s pioneering leadership in renewable energy and sustainable development, and its strategic efforts to become a regional energy and sustainable mining and fuels hub. Both sides commit to work closely on sustainable water management, building on Morocco’s national strategy for water resilience, and jointly encourage broader international financing and political backing for water security and climate action ahead of COP30. The UK welcomes Morocco’s support for, and participation in, the UK-led Clean Power Alliance. Both countries welcome the new collaboration of the UK Met office and Morocco’s Direction Generale de la Meteorologie as a positive example of collaboration on climate and related environmental services.

25 . In the healthcare sector, the Ministers discussed Morocco’s ambitious plans to expand its national capacity and to achieve universal health insurance. Morocco welcomes the UK’s support in advancing this goal, noting agreements between public and private bodies to strengthen partnership across hospital building, medical equipment supply, and teaching links.

26 . Both parties commit to further deepening their cooperation in education, scientific research, and innovation, including through the promotion of mobility for students, researchers, and faculty, the establishment of co-financing mechanisms for joint research, and the expansion of British university campuses in Morocco. The UK welcomed Morocco’s announcement of automatic recognition of UK higher education qualifications for Moroccan students studying in the UK, as well as its intention to facilitate the establishment of UK higher education institutions and recognise UK degrees delivered in Morocco. Morocco recognises the UK as a partner of choice in its efforts to expand English language education and will match-fund the UK’s current annual investment in British Council pre-service training programmes for English language secondary school teachers and inspectors.

27 . They welcomed the Agreements and Memoranda of Understanding (MOUs) which will give new impetus to the bilateral partnership and deepen collaboration in several areas of common interest including healthcare, water, energy, transport, defence and procurement.

Critical Mineral Resources signs exclusive antimony agreement

London-listed Critical Mineral Resources has announced its first exclusive offtake contract.

The company recently signed an agreement for the purchase of high-grade antimony ore, mined by a small-scale operator in Morocco.

The company has agreed an exclusive, renewable six-month supply contract to buy all crude ore mined at this source.

The antimony ore is a saleable semi-massive stibnite product.

The company points out that the antimony metal price has more than trebled over the past year owing to an acute shortage of supply, primarily reflecting export restrictions from China, which produces about 48% of global mined antimony (stibnite ores and concentrate) and, in recent years, more than 50% of refined antimony (as antimony trioxide and antimony metal).

It cites Fastmarkets’ benchmark pricing, which shows that antimony ingot Rotterdam hit $38 000/t in early December, up from $11 500/t last year.

The company says this exclusive supply agreement creates a new opportunity for it to occupy a space in a specialist commodities market.

Antimony trading is expected to generate an above-average gross profit margin when compared with other opportunities that the company anticipates.

This antimony contract is consistent with the company’s stated strategy of sourcing product from small and artisanal producers and, if necessary, upgrading lower-grade products using its partner’s operational concentrating facility.

The company’s commodities division was created to provide a means of near-term cash flow and profits to support the core mission of acquiring and developing advanced mine development opportunities in Morocco.

The trading arm of the company is indicated to be fully operational, ready to expand its activities and the scope of materials to be sourced and supplied to customers.

Exports are planned to Europe, Asia and to other international markets including North America.

This initial agreement is the first of several transactions projected before the calendar year end.

The company will deliver a further trading update before the year end and expansion plans will be outlined in the first quarter of 2025.

“We are excited to be entering the antimony market, a commodity which is so critical at this time, and which fits our strategy of diversification into trading,” says CEO Charlie Long.

He posits that the commodities trading would generate cash for the business, and augment its deal flow.

Antimony supply is classified as critical by the US and the EU.

Both regions are currently reliant on antimony imports which are used in batteries, semiconductors, alloys, flame retardants, communication equipment, ammunitions and defence equipment, the company points out.
