Your H2/H4 glide bombs are liscence production of South African Denel raptor glide bombs.
Pakistan never developed a precision guided bomb.
Whereas here are some of the bombs developed by India indigenously.

PAF dropped those Chinese-made bombs, but missed their targets and were found unexploded in the jungle whereas during Balakot air strike, the IAF used the penetrator version of the Spice 2000. The craters shown from that raid were huge and typical of a high-yield explosive, around 400–500 kg, not the type of damage you’d get from a penetrator bomb. A penetrator would’ve dug 3–4 meters deep and created a massive mudpile due to its high momentum and low yield. The main target of the IAF’s raid was the Trainee Accommodation (Mujahid hostel) located at Latitude North 34 deg, 27 min, 53 sec, and Longitude East, 73 deg, 19 min, 04 sec; at the north edge of the camp. 3 Spice 2000 bombs landed precisely within 3 m CEP at 0330H on 26 February on the roof of this building.

Their bases are in deep trouble now with Indian kamikaze drones hitting them from 300 km to 1,000 km away. They'll be in a tough spot, especially with those high-altitude airbases. If the S-400 missiles and DRDO STAR take out their AWACS and refueling tankers, they won't have the guts to keep fighting.

Unlike traditional radar, quantum radar can detect stealth aircraft more accurately because it uses quantum entanglement to detect objects with high precision, even at longer ranges. India has already been researching quantum technology and should increase focus on quantum radar projects, particularly in collaboration with global partners. AI and machine learning can be used to predict flight paths and regain radar lock quickly. It can help manage large datasets in real-time, offering improved tracking of stealth aircraft. Stealth aircraft are optimized to evade radar detection but are still vulnerable to dual band infrared detection due to their heat signatures. During the Kosovo War in 1999, a Serbian SA-3 SAM battery managed to shoot down a U.S. F-117 stealth fighter. However, this success was largely attributed to clever positioning and tactics (including using multiple radars) rather than the ability to maintain constant tracking on the stealth jet. India is creating a robust IADS that combines different types of radar systems (like AESA and OTH radars), AWACS, satellites and SAMs at various altitudes and ranges to create overlapping layers of protection. These systems can form the outer defensive layer against high-altitude threats. Deploying Akash-NG, Barak-8, S-400, QR-SAM and future LRSAM systems for mid-range and point defense will be crucial to ensuring any stealth aircraft that slips through the initial layers can be intercepted. India's defense infrastructure, particularly airbases and SAM sites, should be hardened using tunnels and underground bunkers to make them more resistant to air attacks. Stealth fighters often carry limited payloads, so well-protected infrastructure will reduce the effectiveness of enemy strikes.

We have had glide bombs for ages, the H2sow is about 20 years old I think
We even bombed India in 2019 with glide bombs

Takbir is Chinese LS6 bomb, produced in Pakistan.
REK is Turkish Wing assisted guidance kit developed by Turkey.
Pakistan did not develop any of these indigenously.
As far as PAF having PGMs before IAF is concerned.
IAF was dropping PGMs on Pakistani soldiers even back in 1999 kargil war.
