Trans Sumatra Toll Road Has Been Built 800 Km, There Is Still This Much Left

PT Hutama Karya (Persero) reported that it has built the Trans Sumatra Toll Road (JTTS) along 800 km. This means that HK still has the responsibility to build a toll road along 2,054 km.
President Director of HK Budi Harto said that overall the company received an assignment to build a 2,854 km JTTS. This is in accordance with Presidential Regulation (Perpres) Number 42 of 2024 concerning the Third Amendment to Presidential Regulation No. 100 of 2014 concerning the Acceleration of Toll Road Construction in Sumatra.
"As of June 25, 2024, HK has built 800 km of roads and is planned to complete Phase I and part of Phase II (JTTS) in 2024," said Budi Harto, in a Hearing Meeting (RDP) with Commission XI of the House of Representatives in Senayan, South Jakarta, Tuesday (2/7/2024).
Of the total 2,854 km of assignments, the construction process is divided into 4 stages. Phase I until now there are 9 sections that have been fully operational and the rest will be operated and constructed.
"InshaAllah, it will be completed by the end of this year (2024)," said Budi.
Then the construction of Phase II, which is the
backbone that connects Palembang with Pekanbaru. Then Phase III which is a continuous
backbone that will connect Pekanbaru to Aceh, and Phase IV which is a border section.
Furthermore, details of the 800 km of sections that have been in operation, including the Medan-Binjai Toll Road that has been taken by the Indonesia Investment Authority (INA), then the Pekanbaru-Dumai Toll Road, the Palembang-Indralaya Toll Road, the Terbanggi Besar-Kayu Agung Toll Road, the Bakauheni-Terbanggi Besar Toll Road, the Taba Penanjung-Bengkulu Toll Road, and the Simpang Indralaya-Muara Enim Toll Road.
Meanwhile, those that have been partially operational and are still in the process of construction include the Sigli-Banda Aceh Toll Road, the Binjai Langsa Toll Road Binjai-Pangkalan Brandan Section, the Kisaran-Indrapura Toll Road, the Kuala Tanjung-Tebing Tinggi-Siantar Toll Road, the Padang Sicincin Toll Road, and the Pekanbaru-Koto Kampar Toll Road.
"Meanwhile, the JTTS Phase II section has begun construction and the Pekanbaru Bypass Junction Toll Road," he added.
In line with the completion of the implementation of the JTTS development, HK has received State Capital Participation (PMN) of Rp 131.14 trillion in the 2015-2024 period. The total absorption of PMN funds until May 25, 2024 reached IDR 91.85 trillion or 69.5%. Most of those who have not been absorbed are PMN that was only received in December 2023 and in April 2024.
Budi said that currently his party is submitting a request for PMN of Rp 1 trillion which is sourced from the 2024 state investment reserve. This will be used for the completion of the Palembang-Betung Toll Road section which was previously worked on by PT Waskita Karya (Persero) Tbk with a target of completion in the third quarter of 2025. As for the whole, the investment needs for this section reached Rp 15.47 trillion.
"HK has received IDR 13.42 trillion in PMN 2024 and the shortfall is met by the submission of PMN 2024 period 2 from investment reserves of IDR 1 trillion," he said.
In 2029, Lampung-Medan Connected to Toll Road
Furthermore, Budi said, his party targets that in 2029 Bakauheni Lampung to Medan will be connected to the toll road. This is supported by his optimism for the next government under president-elect Prabowo Subianto.
"Until Medan, InshaAllah (God willing), 2029 will be connected. From Bakauheni to Medan. Hopefully later the new government (Prabowo-Gibran) will be concerned. I am sure that the new government will pay attention to it, prioritize it," said Budi Harto, met after the event.
He explained, currently the project being worked on is the Betung to Jambi section. With the completion of the work, later from Bakauheni to Jambi will be connected. Then in 2025 it will be moved from Jambi to Pekanbaru.
"What has not been done is from Jambi to Pekanbaru and from Dumai to Kisaran. If the two sections are done, from Bakauheni to Medan they will be connected," he explained.
PT Hutama Karya (Persero) melaporkan telah membangun Jalan Tol Trans Sumatera (JTTS) sepanjang 800 km.
