MoU has gone the path of JCPOA... and years of negotiations. For those who don't remember the Russian Ukraine has it's own genesis in Minsk 1 and Minsk 2... where Merkel was on record in saying that it was a deliberate attempt to buy time.

As long as we have the most unpredictable, lying, unprincipled POTUS Trump sitting in office, no agreement, not treaty, not MOU are worth anything. Depleted uranium is good for penetration of armored vehicles and bunkers, useless as a WMD.

Also, to produce DU, you should have some sort of enrichment capability, which Iran no longer has. Depleted uranium is a biproduct of uranium enrichment. When you enrich natural uranium, on one hand you get enriched uranium and on the other hand you get depleted uranium as a biproduct.
