You have to start somewhere. We spent more than $100 billion on our proxy groups and Syria and what have we achieved with all that money? The Shafaqh project came to a halt when the U.S put enough pressure on the Russians to end their cooperation in the project. Shafagh itself was only a light fighter /Advance Jet trainer, nothing game changing. Iran could have spent a $100 billion on the IRIAF but at the end of the day, it still would not be a match for the USAF and IAF. Iran has managed to build a formidable Missile and Drone force that has proven its worth against the world's sole superpower while having one of the smallest Defense budgets in all of West Asia!
Our missiles have proven to be ineffective at deterring Israel, or the US. And we seem quite vulnerable when it comes to defense. Our only effective weapon so far has been the Strait of Hormuz.
Even in mountains, there are people with cameras and smart phones. Not when it crashes in the mountains!
