Not clear, but it's US owned.
I've to say false flag is possible, I heard Ukrainian cells are inside Iraq doing false flag attacks. Also no any resistance group claimed any attack against Saudi, but Saudi and US attacked Iraqi resistance. So that also might have been a fake story to attack Iraq.
