- Strait of Hormuz — Joint Maritime Authority:
Establish a Hormuz Maritime Authority (HMA), jointly constituted, governed and operated by Oman and Iran, drawing on relevant principles of maritime cooperation in the Straits of Malacca and Singapore.
Passage through the Strait shall remain free of transit charges and open to all vessels in accordance with applicable international law. HMA shall coordinate safe, efficient and environmentally responsible navigation through a unified traffic-management framework.
Alongside ordinary free passage, HMA may offer optional premium maritime services, provided by designated Omani and Iranian maritime operators. These may include escorted transit, enhanced navigational assistance and priority scheduling within available capacity, subject to navigational safety.
Purchasing premium services shall not be a condition of passage. Vessels declining them shall not face deliberate delays, discriminatory restrictions or reduced access to essential safety information. HMA to ensure that the regular maritime access delays do not extend beyond 2 weeks. UN IMO may monitor and give advisory notes on the performance of HMA.
Premium services shall operate under published terms and transparent tariffs, with fees capped at 5% of the agreed transit value. The valuation basis shall be defined in the implementing agreement. HMA’s scheduling, service standards and revenues shall be subject to independent oversight.
