It seems that you are right. The claimed payload for Khorramshahr is 1800kg, but when you compare it to Hwasong-10, it seems that it shouldn't be able to lift more than 1580kg to a distance of 2,000 km. Unless Iran has made some changes to the engine, which is unlikely.K-4 carries 1500kg payload

Using them on cities would give Israel the greenlight to commit genocide. They have megaton nukes in their arsenal. They can wipe Tehran off the map.
