It also depends on where the radar emitter is, if we use a very simplified version of the problem, using Thales's proportionality theorem.

If the emitter is at a distance less than ~56km, it can be blocked by the peak of the Alborz Mountains in Damavand.

Obviously, the actual problem is more complicated as it's not two dimensional and the Alborz Mountains is a mountain range of varying heights, not just some wall with a fixed height.
